Answer : You can’t tell.  The judgement of good, better, best is based on how a process performs versus the specification limits.  
If the three processes above all had the same specification limit, then process B is best, But if process B had very tight limits and process C had very wide specification limits, then process C may be the best.
That’s what Process Capability and Performance can do for us.  They use the numbers (statistics) that we calculate, compare the process to specifications (what the customer wants) and tell us how well we are able meet the customers expectations.
Variation isn’t necessarily bad.  Some things are just different.  Good or bad is a judgement based on a specification or a customer want.

Explain how defects are created from not having the average of the data centered on the target or center of spec.  Draw an uncentered distribution....show class centering the distribution and comment on how many defects are reduced by centering.
Then look at variability...the more variability the wider the spread of the data the more defects are produced.
